     Why does the manchild dictator think he needs congressional approval to fight Al Qaida aka ISIS aka ISIL aka the JV team?
He didn't need congressional approval to attack Libya.  He didn't think he needed congressional approval to attack Syria.  (Fortunately for America the troops vetoed that idea.)  He didn't need congressional approval to change the immigration laws to bring more Socialist voters into the country.
